Following the consultation and government response on expanding the Warm Home Discount (WHD) in 2025-2026, we reviewed our guidance on the WHD in England & Wales and Scotland and subsequently invited stakeholders to understand any changes and provide comments, if any.

Background

The WHD Regulations were amended in line with decisions reached in the government response, following a consultation on expanding the scheme in 2025-2026 [Scheme Year 15].

Our updated guidance for both England and Wales and Scotland reflect the amendments to Regulations for both regions. They also provide additional clarity on the administration of the scheme in light of these changes, in addition to minor corrections and changes.
