Non-Domestic Renewable Heat Incentive Annual Report: April 2024 to March 2025

The Non-Domestic Renewable Heat Incentive (NDRHI) scheme was launched in Great Britain in 2011 as a part of government efforts to reduce carbon emissions from heat in the non-domestic sector. 

Under the NDRHI, businesses, public sector bodies, and non-profit organisations that installed low-carbon heating technologies could apply to receive quarterly payments for up to 20 years. These payments are calculated based on the amount of low-carbon heat generated or the volume of green gas injected into the gas grid. The NDRHI closed to most applicants on 31 March 2021, and all pathways to accreditation were closed by 31 March 2023. However, we will continue to service existing participants until the final accredited installation reaches the end of its eligibility period.

The NDRHI annual report provides an update on scheme activity during Scheme Year 14, covering the period 1 April 2024 to 31 March 2025. The report provides information on the installations accredited under the scheme; heat generation and payments made to participants. It also provides an overview of our monitoring compliance activity, which works to protect the scheme from fraud and error. 

Highlights 

  • From the start of the scheme to March 2025, around 120.2 TWh of heat had been generated by the 22,703 accredited installations – this includes 11.0 TWh of heat and 401.4 million m3 of biomethane injected in Scheme Year 14
  • Solid biomass boilers and ground source heat pumps remain the most common technologies, accounting for 77% and 12% of all accredited installations respectively
  • In total, support payments of £6.95 billion have been made, with Scheme Year 14 marking the first time annual payments surpassed £1 billion - reaching £1.02 billion
  • 887 compliance investigations were completed during Scheme Year 14, where we prevented the incorrect payment of almost £2.4 million and identified a further £4.6 million for recovery. Through our debt recovery process, we successfully recovered £3.1 million from completed compliance cases across the scheme years
