Decision to Direct the ESO to make proposed C16 statement changes early

In accordance with Standard Condition C16 of its Electricity Transmission Licence, the Electricity System Operator (“ESO”) is required to conduct a review of all licence statements, proposing changes as necessary where it's intentions change regarding the types of services it wishes to purchase. Following consultation, the ESO submitted to the Authority its Report for approval.
Recognising the recent introduction of Demand Flexibility Service and Enduring Auction Capability, as well as changes to treatment of some services through ABSVD, the ESO has proposed that amendments be made to the Procurement Guidelines Statement and Applicable Balancing Services Adjustment Data Statement as a result of these changed intentions.
This letter sets out our decision to direct the ESO to make its proposed C16 amendments earlier than the 28 days of their submission to the Authority.
