We are publishing a suite of consultation documents on connections reform, collectively known as the TM04+ reform package.
The principal overarching consultation document (main link below) provides an overview of the whole TM04+ reform package, with associated consultation questions relating to the code modifications, methodologies and impact assessment. Our minded-to decisions on the code modifications and methodologies are set out in separate documents.
The separate statutory consultation proposes a suite of licence changes that are required to implement the TM04+ reform package. The proposed licence changes were previously articulated in a policy consultation held between 27 November 2024 and 6 January 2025: Proposed licence changes to enable TMO4+ Connections Reform.
We have also published an impact assessment. This sets out an appraisal of the potential impacts of these reforms across a spectrum of areas, such as consumers, network build, economic growth and outlines benchmarks of success.
Altogether, the TMO4+ reform package proposes a new electricity connections process that embeds ‘ready’ and ‘needed’ criteria into decision-making when managing requests for electricity connections.
