Accelerated Strategic Transmission Investment: Material Scope Change and Early Construction Funding - EGL3, EGL4 and GWNC

This consultation sets outs our minded-to position on a request from the Transmission Owners (TOs) to update outputs, target delivery dates and funding arrangements for three Accelerated Strategic Transmission Investment (ASTI) projects following a material scope change to the original network design in respect of:
- Eastern Green Link 3 (EGL3): Eastern Scotland to England 3rd link Peterhead to the West Norfolk offshore HVDC
- Eastern Green Link 4 (EGL4): Eastern subsea HVDC link from East Scotland to the West Norfolk
- GWNC: New 400kV double circuit between South Humber and South Lincolnshire
This consultation also sets out our minded-to position for Early Construction Funding (ECF) in respect to EGL3 and EGL4 and for additional Pre-Construction Funding (PCF) in respect of EGL3.
