This letter sets out our decision that the Authority is unable to form an opinion on Balancing and Settlement Code modification proposal P444 'Compensation for Virtual Lead Party actions in the Balancing Mechanism' based on the final modification report submitted, and therefore we are sending the proposal back for further work.
