Audits of Renewables Obligation (RO), Renewable Electricity Guarantees of Origin (REGO) and Feed-in Tariffs (FIT) Generating Stations 2025/26  

The Renewables Obligation (RO), Renewable Electricity Guarantees of Origin (REGO) and Feed-in Tariffs (FIT) schemes collectively provide nearly £9 billion in support for renewable electricity generation in the UK. As the administrator of these schemes, Ofgem is responsible for ensuring generators get the correct level of support and meet their ongoing obligations. To do this we carry out annual audit programmes of generating stations. The purpose of an audit is to assess the generator's compliance with scheme rules and to ensure ROC/FIT/REGO claims are accurate.  

We expect generators to abide by the scheme rules and to maintain evidence to demonstrate their compliance. Our audit programmes are designed to detect, monitor, and deter non-compliance, misreporting and fraud.  

In 2025/26, we are running a targeted and a statistical audit programme under both the RO and FIT schemes. Stations that are also accredited under the REGO scheme are audited alongside RO or FIT audits, rather than running a separate REGO only programme.

The fifth year of the RO statistical audit programme commenced in April 2025 and is expected to end before March 2026. 

 The targeted RO audit programme for 2025/26 also started in April 2025 and is expected to end before March 2026.

Audit Programmes for Feed-in Tariffs (FIT) installations 2025/26  

After the launch of our FIT Statistical programme in October 2023, we will be running it again this year. The second year of the FIT statistical programme started in April 2025 and will run for 12 months alongside our other audit programmes. 

The targeted FIT programme for 2025/26 started in April 2025 and will continue to run for 12 months as usual.

What is our approach to non-compliance?  

We take compliance on all schemes extremely seriously and will always investigate matters where we have concerns.  

Where fraud or non-compliance is confirmed, we do not hesitate to take action to ensure the situation is rectfied and prevent recurrence. Action can range from recovery of payments made in error through to the removal of accreditation.

As a generator, what can I do to be prepared for an audit or compliance investigation?  

Ensure that documentation is up to date and available to be provided to auditors. Report any changes to equipment to Ofgem and make sure the Renewable Electricity register is kept up to date. 

To help ensure a timely resolution of each investigation, please respond to our information requests by the requested deadline, providing all supporting evidence requested. If we require further information and we do not obtain this, you run the risk of payments being suspended until further engagement is received and considered satisfactory.
