The Regulatory Instructions and Guidance (RIGs) are a framework that helps National Energy System Operator Limited (NESO) to provide Ofgem with detailed data during the RIIO-2 period. We collect this data to monitor NESO’s performance against their RIIO-2 objectives and hold them to account.

The Regulatory Instructions and Guidance (RIGs) explain:
- what information we plan to collect
- how to provide this information
The main licence condition that requires NESO to provide us with this information is Condition G3 (Regulatory Instructions and Guidance). This is a condition of both the Electricity System Operator licence and the Gas System Planner licence.
The RIGs came into effect on 1 April 2022 and will apply until 31 March 2026.
