Following our consultation and review of stakeholder feedback, we have decided on the final NESO RIIO-2 Regulatory Financial Reporting Pack (RFRP) and Regulatory Instructions and Guidance (RIGs), which take effect from 21 August 2025. The decision letter and tracked changes version of the guidance document are attached as subsidiary documents.

We consulted on proposed modifications to the Regulatory Financial Reporting Pack (RFRP) template and guidance document for the National Energy System Operator (NESO) for the RIIO 2 period. 

The proposed modifications included several updates and revisions to the RIGs RFRP template and guidance to ensure consistency with the RIIO-2 special licence conditions and clarify the reporting requirements for NESO following its transition from NGESO.
