In March 2023 we published our decision on Pathway to 2030 regarding the delivery models for non-radial offshore transmission assets. The decision gave developers the choice of either a very late competition generator build model, or a late competition offshore transmission owner (OFTO) build model.
This consultation document builds upon that decision and outlines our initial proposals for the design of the OFTO build model. Components of the OFTO Build model covered include the distribution of roles and responsibilities, tendering, incentives for timely delivery, cost increases during construction, financeability and failure scenarios.
We invite feedback from stakeholders and other interested parties on the proposals set out in the consultation.
