Decision on Anticipatory Investment and Implementation of Policy Changes

In October 2022 we published our decision on changes to our policy on anticipatory investment and how we intend to implement those changes. As part of our decision, we agreed to provide guidance on what developers should submit as part for the Early-Stage Assessment.

We are consulting on our approach to the Early-Stage Assessment, the interchangeability of the initial user and later user and the flexibility of submission timings, as well as our proposed Early-Stage Assessment output, approach to our cost review for costs associated with anticipatory investment and protocol for material change.

A draft Early-Stage Assessment guidance document has also been published alongside this consultation. We invite views on our consultation and draft guidance document.
