Future of gas transporter traditional metering obligations post‑2025

We are seeking views on our proposals for the future of regulated traditional gas metering obligations beyond 31 December 2025.

Consultation description

This proposal sets out a clear path through the end of the traditional metering obligations currently placed upon Gas Distribution Networks and National Gas Transmission. Our preferred approach is to move to a voluntary market arrangement from January 2026, allowing Gas Distribution Networks and National Gas Transmission to deliver services commercially while maintaining key consumer protections.

This consultation covers:

  • proposed licence changes and removal of sunset obligations
  • service standards and pricing principles under our proposed voluntary agreements post-2025

Consultation stages

  • Stage 1 - Consultation open: 3 November 2025
  • Stage 2 - Consultation closes (awaiting decision). Deadline for responses: 1 December 2025
  • Stage 3 - Responses reviewed and published: December 2025
  • Stage 4 - Consultation outcome: December 2025

If you wish part or all of your response to be confidential, please clearly mark the confidential sections and provide a nonconfidential version where possible.
