On 1 August 2025, we received a proposal from National Energy System Operator ("NESO") to amend the terms and conditions ("T&C") related to balancing.
Required by Article 18 of Commission Regulation (EU) 2017/2195, establishing a guideline on electricity balancing, as amended by the Electricity Network Codes and Guidelines (Markets and Trading) (Amendment) (EU Exit) Regulations 2019 ("EBGL"). The proposal relates to amendments to enable the introduction of a new balancing reserve service, Slow Reserve.
This letter sets out our decision to approve NESO’s proposal to integrate the relevant sections of the documentation for Slow Reserve, which includes Slow Reserve Service Terms and Procurement Rules, into the balancing terms and conditions, as required by Article 18 of the EBGL.
